About DOH (HAAD) Licensing Exam

The Department of Health – Abu Dhabi (DOH), formerly the Health Authority – Abu Dhabi (HAAD), licenses healthcare professionals who practise in the Emirate. A licence needs the qualification, experience and documents in the Unified Healthcare Professionals Qualification Requirements, primary-source verification, and, unless an exemption applies, a pass in the assessment DOH sets for that title. The exam is in English.

The Licensing Procedure Manual issued with circular 151/2024 (26 August 2024) gives one component for a title, either a computer-based test or an oral assessment, and says some titles have a further component once credentials are approved. A computer-based test runs from 60 to 180 minutes because the number of questions changes with the title. An oral or OSCE assessment runs 45 to 60 minutes. The result on the TAMM portal is PASS or FAIL only: within 24 hours for a computer-based test and within five working days for an oral or OSCE assessment. The manual's FAQ says the number of correct answers required depends on a cut-score set internally, and it tells candidates to email exam@doh.gov.ae for study material.

This set follows the physician – general practitioner row: a computer-based test of 120 multiple-choice questions in 2.5 hours. The same manual gives other patterns, which are described here and not set as practice tests. Physician specialists and consultants in anaesthesia, dermatology, internal medicine, family medicine, paediatrics, otolaryngology, general surgery and obstetrics and gynaecology, and consultants in ophthalmology as well, sit 100 multiple-choice questions in 2 hours. Remaining specialist and consultant specialties sit an oral assessment of 45 to 60 minutes. A general dentist sits 150 multiple-choice questions in 3 hours. Registered nurses are listed at 150 multiple-choice questions in 3 hours, and assistant nurses, school nurses and registered midwives at 100 multiple-choice questions in 2 hours. Many allied titles sit 50 to 100 questions in 1 to 2 hours; some add an oral or OSCE component.

Booking follows credentialing approval. The candidate pays the exam booking fee in TAMM and receives a Pearson VUE authorisation. The exam step stays open for six months; if it is not passed in that window the application closes and a new one is required. A pass result is valid for five years, still subject to the qualification rules (a gap in practice can mean sitting again). The manual says an applicant must not have failed more than three times for the same title across UAE health authorities. The Unified PQR (third version, 2022) grants three attempts across the authorities and may allow one further attempt with a different authority. Not attending is not counted as an attempt. A computer-based booking can be moved without an extra fee if asked at least 72 hours before the appointment.

UAE nationals and children of Emirati women are exempt from the authority examination under the PQR. A current DOH, DHA or MOHAP licence for the same title, or a DOH pass for that title within five years, can also exempt the exam. A score of 70% on the Emirates Medical Residency Entry Examination (EMREE) can exempt a general-practitioner applicant from the DOH exam for five years from that result. That 70% is a threshold on EMREE, not a published pass mark for the DOH computer-based test.
